The deal is called Only Fuels and Horses.

You may (or you may not) be surprised to know that the country who consumes the most horse meat per capita is actually Italy. And they label products both for home consumption and export. 'Beef' In Italy Horse meat is classed as beef the same as beast meat. It is also legal to label horse meat in England as Beef as that is what it is. Beef does not just come from beasts such as cows. But it must say it is Horse beef.
